No, I think others girls tend to judge girls more harshly than men would. Like if a girl walked by in a miniskirt a guy might think "Hey, she's cute/sexy/hot" but wouldn't use it to judge her personality, but a girl would be like "Look at that ****."
It all depends on the way you carry yourself. Very short skirts are in style now, so if you're wearing them to be fashionable but still conduct yourself like a lady, then I doubt you'll be sending out the wrong messages.

When a girl wears a short skirt, many men assume that she is 'after some'; the real question is- do girls dress like that 'for themselves', as some claim, or are they deliberately trying to be provocative?

People who think girls in short skirts makes them easy aren't men...unfortanatly a lot of girls who wear short skirts are just that - girls, both physically/age wise and women with the mentality of girls.

Women wear short skirts to attract the attention of men.
Whether she's easy or not depends on how picky she is over the men she's attracted.

If she had lots of make-up on and a short skirt...maybe. But there's no such thing as "easy" with women, is there? Everything is complex and twisted. Robbie Williams had it right when sang of "fantasies of easy lays." If Robbie can't get it easy, none of us can!

some what in a way it does because it says to them look at me, want me. If you give that kind of attention you going to get it. Wear something that gives you less attraction and you will get a guy that respects you, But most guys will sleep with anything that walks pretty much.

no. it doesnt really matter how you dress anymore because everybody (icluding those who shouldnt ) wears short skirts, short shirts, low cut, yada yada yada. its not how you dress its really more how you act . if u act easy ill think u are. simple.
