a) in the whole history
b) in the 20th century

Yes, but, being a composer, I also know two very important things about music:
1) you CAN judge it from the tehnical side - in terms of wether the composer mastered his tehnique
2) some music really seems to have IT, some really doesn't.
++ It's nice to have that kind of open mind, but de facto, most people do rank arts as good, better and best!
