Actually, Ithaca College in Ithaca, NY has an excellent program. The school began as a music conservatory and has since grown larger to have additional schools. I am not a music major but I do attend this school and we are very strong in music.
Obviously, schools like Julliard and other conservatories aren't too shabby either, but if you are looking for the all-around typical college experience along with a great music program, Ithaca is great!
If you want to research more schools, one guide I found helpful was Fiske's Guide to Getting into the Right College. It tells what schools are strong in your desired areas of study - including music. Check it out and good luck!

I am assuming you are referring to a school in China.. Actually. the University at Beijing has a great musical department.. I am surprised she has not tried there.
