So Some pictures can talk -- Like the ones in Dumbledore's Office.... Why dont others...? for instances Harry's mom and Dad pictures...

Because they are paintings, not pictures. Harry's photos of his parents are just that - photos. But Dumbledore, and Hogwarts - all have paintings.

Because those where just snapshots, they can move. the pictures in dumbledore's office are enchanted on purpose, like a copy of their sole got put into the picture so it can talk and think and give the current headmaster advice and help. Understand?

maybe they can talk, but not exactly showing that they can

also, the other portraits might have been bewitched to talk, and others not
remember that one scene in Order of the pheonix, where, i think, the weasley twins "bewitched" a poster of harry to say mean yet true things about umbridge. and later, the spell kind of faded, and the poster couldn't talk much anymore.
I think the pictures in dumbledores office, and other places, were just bewitched to have their own minds and memories, and the spells are strong enough to stick around forever

Well just because they CAN make all pictures talk doesn't mean they'd WANT to. I mean, don't you think the picture of Sirius Black's mother would be a lot better if it didn't talk?

not all pics are that magic. to make them move requires one type of magic. makeing the talk is a compleatly different one
