For example 1.356 you make the decimal into a whole number by multiplying it by a factor of 10, in this case 1000. Then you take the whole number and divide it by the factor of 10, so the value is the same. Now you have 1356/1000, which you can reduce by finding the GCF how you would with all fractions. .899 would be 899/1000..and so on
Sometimes that won't give you the smallest numbers, e.g. if you have .4 it's 4/10, but can be cut to 2/5. There is a process for that, too, but the easiest is just to divide by small numbers (2,3,5) until you get there
