Usually, I think, you should go by the survival rate. The higher the survival rate, the less likely there will be mental problems.
This is listed as more of a problem before 28 weeks, though still a risk before 32 weeks:
Intraventricular hemorrhage (IVH). Bleeding in the brain occurs in some very low birthweight babies, with the most premature babies at highest risk. The bleeds usually occur in the first three days of life and generally are diagnosed with an ultrasound examination. Most brain bleeds are mild and resolve themselves with no or few lasting problems. More severe bleeds can cause the fluid-filled structures (ventricles) in the brain to expand rapidly, causing pressure on the brain that can lead to brain damage (such as cerebral palsy, learning and behavioral problems). In such cases, surgeons may insert a tube into the brain to drain the fluid and reduce the risk of brain damage. In milder cases, drugs sometimes can reduce fluid buildup.

I had 31 week twins and both of them screen above average, a close friend had 23 week twins and although there are some developemental delays, both of her children are in good mental shape. Alot of the time the more concerning issues, as others have said are the respiratory functions, as opposed to the mental issues, remember, with alot of work and dedication, children can overcome many many issues.

Babies can survive if born after 22 weeks (only a 10% chance at 22 weeks though). But, in order for the baby to be mentally well, I believe it is 26 or 27 weeks. However, the longer the better.

mental shape plays no factor really its the lungs and in that case they really need to stay in until the 37 th week thats considered full term but i've heard of babies surviving if born at 27 weeks

37weeks gestation is considered a full term baby...even though it didn't reach 40 weeks.
