Where is the water level in the tank in relation to the fill-line. It sounds as if your tank may be filled too high so it is running over into the overflow tube.
If you check the water level and it is too high, either twist the set screw (clockwise I believe) for the float, or bend the metal arm of the float downwards. Both will have the same effect of lowering the water level in the tank after the next flush.
If it's not a water level problem, the flapper or gasket (whichever you have) could be dirty or damaged. First try cleaning the sealing edge of whichever you have. To clean, just use warm water and rub it with your finger/fingernails or a light brush. If it still leaks there you'll need to replace. The parts are cheap and easy to install.
Honestly though, this sounds like your water level is too high. Good luck.

What is happening is the flapper valve is not falling back into the water after you operate the flush lever. This is usually caused by having just a tad too little slack in the chain. Take off the toilet tank cover, and look at the chain from the lever to the flapper valve. If it is pretty tight, readjust it (easy to do - it will be obvious how) to provide an inch more of slack chain. That should do it.

Maybe your bowl has a crack in it. If that's the case call the plumber quick because you don't want to see that water bill. It might not be a bad idea to call a plumber anyway and shut the water off to the toilet until he gets there. You may just need a new flapper too. You can buy those and any Walmart, Target, Alco,KMart or Home Depot what ever you have in your area and replace it yourself. If your renting call your landlord and have them fix it.

Take the top off of the toilet and it would be that little piece of string that connects from the tiolet handle to that black flap that lets the water in and out. Go to any store that sells toilet appliances and it should be there . Until u get to the store turn the water off by turning that silver knob behind the commode .Sorry that i don't know the name of the part.

Take off the tank lid. There should be a flappy thing that drops down to cover a hole where the water runs out. Sometimes the flappy thing gets stuck on something else and doesn't cover the hole completely or at all. Sometimes it is the chain that is kinked up. If it is, straighten it out. Something is keep the flappy thing from closing over the hole.

Shut water off, flush toilet, reach in and check flapper, wipe flapper with rag and wipe ring where flapper seals. After time the flapper starts to dry up and fall apart, there might be debris on the flapper. If that doesn't work, replace flapper and check for cracks in tank.

Take the lid off the tank. Reach into the water and secure the rubber stopper in place. You might need a new stopper, but this should stop the noise for now.

Open the tank and check the chain between the stopper and the handle it might be broken or just loose from jiggling it.
