how would he be able to do a tattoo if his hands are in other places? how many hands does he have?

You are either unclear on the concept of tatoo application or unclear on the concept of jacking off. Tatoos are only important to the self indulgent sheep who want to be like everyone else in the world and get their skin defaced by ugly markings. Jacking off is a different matter and you should probably figure out what that is all about!

I didn't know tattoo artists jacked off while tattooing,if that is what you're trying to say.

probable no longer (or that they had be complicated to locate). Tattoo artists are not qualified to sedate human beings in that way...and anesthesiologists are very high priced to have on the payroll for the occasional shopper who fears getting ink and can choose to be positioned to sleep.
