There's a strange sounding word which has defintions similar to those in my question.

A Procratinator is one who always puts things off.

A Free loader or parasite is one who lives off of someone else -- doesn't work doesn't buy anything...ect.

To Delegate is to pass responsiblity or workload amongst suboardanents or people under your authority.

I think Procratinator was what you were looking for but not sure it fits "passing the buck" so much so I threw a couple more words out for you.

When passing the buck means Blaming someone else....that someone else would be the "Scapegoat"

Ok well I'm probably giving you everything but what you wanted so I'll stop here lol

The free download Word Web says the following for PROCRASTINATOR.
Noun. Someone who postpones work (especially out of laziness or habitual carelessness)

Synonyms: cunctator, postponer

And CUCTATOR has the same description.

Funny word - I've not heard of it, & to me it counds a bit rude ;)

Several things !!!!!!!!!! First well done on sitting her bucks - the fall I couldn't see what she did but it looked like a simple slip off rather than a buck off. Secondly, your saddle does NOT fit. It is way to far forward and because it is, the back lifts - which makes you even better to stay on as it tilts forward. Thirdly and most important, is what you are feeding her. She does not need any hard food at all but a lot more work. Finally and not the least important is that when she bucks you eventually pull her up to a walk or halt. Do not do this but push her on and make the little so-and-so work for her hay. Keep her moving forward and if she bucks keep her cantering until she stops bucking and then walk her and then canter her again before she gets her breath back completely. When she finally stops bucking when you canter, walk her to cool herr down and put her away. In the first video at the very start I thought the film was in slow motion as she was walking so slowly, you must make her go forward and if, as she did then, she starts to buck a distance away from the fence, put one hand down on the withers and jerk the other up so that she raises her head. I am sure this is not a pain issue but typical naughty pony who has got away with her taking the mickey. The way you are riding her you will master her wicked ways but remember, no hard feed and more hard work. Well done you.
