Your baby probably has baby acne. This is very common in newborns. It is a lot of red pimples. My daughters and my nieces had this - turns out they all had super sensitive skin.
My kids' pediatrician has always, and still does - recommend Johnson & Johnson's baby bath bar. You can find it in the baby aisle at any major department store (target, walmart, kmart, etc). It costs under $2 - and it works wonderfully. Every night, wash her face with the soap, and dry the face immediately. It should clear up within a few days. If not, I would consult the doctor.
Another thing to keep doing - is using a baby blanket to keep her skin away from your clothing. Many newborns cannot tolerate the soap in regular laundry detergent. When you put her on your shoulder to burp her, make sure there's a blanket covering your body, or a burp rag. Wash everything in baby laundry soap. I use All. When my kids all reached 6 months of age, I switched them to our regular laundry soap - All free & clear.
If your baby is older than a newborn, it's probably drool. Just keep wiping her chin & cheek with a white towel (or white burp rag). Also - if the cheeks are chapped and not rashy, then try Gerber's new face stick - I think it's called little faces or something like that. I use these on my kids, if they get pink cheeks in the winter.

You didn't mention her age, a rash is common while teething because of drool, in that case just try to keep you chin and cheeks dry. If that is not the problem, it could be an allergy... have you given her any new foods in the past week?
If she is running a fever also you should give her doctor a call.

Sometimes babies get "baby acne", and it is just their skin reacting to their new environment. If she is drooling alot it could be just her getting a rash from her skin being wet all the time. Or she could just have dry skin, try putting some baby lotion on her. Check with her doctor and see if it is possible that she could even have eczema.

I'm not sure, you would need to describe the rash. I can tell you that breastmilk has amazing healing properties, it is antibacterial and sterile. I use it on my 5 month olds diaper rashes and also any scrapes that he gets and they heal really quickly. The source I listed below is a great article about the many uses of breastmilk.

My son had a rash that made his cheeks look all red and chapped- thinking it was an allergic reaction to laundry detergent we started using Dreft on all of our clothes and his and my nanny does now too and the rash went away pretty quickly.

Did you put some polyester or synthetic fiber on or near her, or on yourself? She may have a sensitivity to that. It could also be caused by her face being wet with drool or milk. Keep everything very pure around her. Use only 100% cotton and see if that helps clear up things. Aveeno with Colloidal Oatmeal is great.
Peace

She could be allergic to something or it could be a heat rash. My little brother gets it a lot. If it continues you should definetly take her to the docter!
