This is better,"When people are opressed by an vile government it is thier duty to put a stop to it".ahhhh....thats better.

The right answer would be like this:
"But when people are oppressed by the Government to an enormity and longevity of time, it is their duty to throw off such a vile Government."

I understand your sentance, but it's construction is a little award. The phrase "to an enormity and longevity of time" is unusual. If I understand what you're trying to say, may you could say something like "...by a government to a large degree and for so long..."

But if you want to use the word "vile" you might also so say, "...oppressed by a government so vile as to do so to such a degree and for so long, it is their..."

The last part of the sentance might also read more easily to simply say "...their duty to throw it off."

It is a rather awkward, verbose sentence.
I would try maybe "It is the duty of the people to throw off an oppressive, contemptible government."

I like your sentence. It sounds like our constitution"s 2nd ammendment. The only thing I would change is the beginning word to just "when". And at the end of the sentence I would put"As their right to keep and bear arms
