It's a good question that nobody can answer...except me. If you're in a chatroom usually full of bots and they send you a message, you can click on ignore which will then give you the choice to report the person as a spammer. However, if you've just been obnoxiously offended by someone, go to yahoo and search for the TOS or terms of service. In there, there is a problem report form that you can fill out against a person.
