I have wondered the exact same thing. My 11 yo daughter got on City of Heroes and I watched her make characters. You can control leg length, body size, hip size, waist size and breast size, etc. So if she thinks boys have cooties and men are stalkers why does she tend to create Every Female character with zero hips and zero waist and +100 breasts? They look like men with breasts to me! So I asked her the same questions!!! Why do you make your character look like that unless you want people to oggle your titties? and treat you like an object.

I can't understand why some women must show cleavage either. I think:

They must have a choking problem if they button their clothes.

They are checking to make sure both melons are still there.

They need reassurance about their femininity
