It was from a 'Comic Book Presents...' show called 'Bad News Tour" - a 'rockumentary' spoof about a rock band on tour (a bit 'Spinal Tap-ish' in a way and made at the same time).
the character speaking the lines was Vim Fuego (aka Alan Metcalfe) - played by Adrian Edmonson.
