I have not idea about your friend could be right, but there is one more thing to consider for sure: Inertia.
It is the force that makes everything continue moving even though the causes of movement stop, for example, you can see it clearly when you are driving your car at some speed and then have to brake suddenly and hard, everybody and everything in it is gonna move forward.
Same happens to the windmills that continue their movement.

Who knows. Winds are at high altitudes. It depends on the height of the windmills and the height of hen wind blows. If the windmills are very high than us, then down on the ground, there may be no air, but in the sky, maybe there's lots or air.
