To be able to play games on line you have to have
1) a computer capable of playing. An old pentium II will not cut it.
The newer the computer the better.
2) You have to have a broadband connection if you want to play online games that have lots of graphics.
3) You should have a decent video card with at minimal 3D graphics and
and at least 64MB of video memory.
4) Your computer should have at least 256MB of memory and 40MB hard drive.
5) And finally an account to play the game.

if you want to play games on internet you should have a valid ip.
if you use dial-up you maybe have a invalid ip.
DHCP servers gives invalid random IPs to any client.
but if you have a valid IP and can't player, you maybe need to pay some money to server.
other problem is low speed.
