You're introducing air, in one of many possible ways.
1/ You did get all the air out of the vac hose before plugging into the skimmer right?
2/The vac head is in the water, right? I've seen people do this.
3/There are no splits in the vac hose itself, right?
4/ The pump lid is on tight and the gasket is good, right?
5/ This last one is possible, but hopefully not the cause, a leak in the skimmer line. You don't mention if this an above ground or inground, so I won't go further.

Push the hose into the skimmer and start from one end while keeping the hose at ground level , check for slices or tears, you should be able to hear the air being sucked in. If hose proves to be fine, is your filter clean, if it's dirty it will cut down your pressure. Of course you don't want any kinks or blockages in the line , or in the vacuum attachment itself.

You may have air in the hose. Begin by holding the hose on the port that forces water into the pool to rid it of all air. then attach it to the skimmer.

It is possible that you have a leak in the line going from skimmer to pump. even tho your pump seems to work fine when the vacuum is not attached it might be leaking just enough to lose prime when the vacuum is attached...

Give it time to reprime itself - if still no suction , check the hose- they leak sooner or later.
