I have a friend who was a military brat, born while her dad was stationed in Taiwan. She's a US citizen. Her passport has expired and she says her birth certificate is almost unreadable (not sure if she washed it or what, I didn't ask). She wants to get a passport but they probably wouldn't accept her birth certificate in the shape it's in. She's not sure of what process she'd have to go through to get a new birth certificate since she was born in Taiwan. She said her dad has one of her passports that expired a long time ago.

Any ideas on how she'd get a new passport?

If the Passport was issued after she was 16, was issued less than 15 years ago, and the name is the same she should be able to just renew it without a birth certificate.

If not, then she needs to fill out the DS-11 which is the full application for a Passport. This will need a birth certificate and a Photo ID (e.g., drivers license).

If you need a birth certificate would contact the State Department. They should be able to help you with who to contact. I have provided the link to the Taiwan contact the State Department. I don't know if it would be the Washington DC area code or a 1-800 number. I couldn't find one, so try DC number first. Or else contact the State Department through their contact page.

Oh yeah, you need at least 6 weeks for Passport processing plus time to get BC if needed.

Show the old passport when she requests for renewal. If the passport division will still ask for her birth certificate, she can request for a copy at the Civil Registry Office of Taiwan. I am sure Taiwan keeps complete record of births, marriages and deaths that occurred in their country.

is her passport in english? if she was born on a u.s. military base, she may be able to get a birth certificate through the same methods as any other natural-born citizen, or through the military?

If she was born in a military hospital, then all she may have to do is go through the service that her father was in. I would check that route first.

Since she had a valid passport, it shouldn't be too difficult to get another. Get the old one and apply for a new one.
