Some serious disagreement here, so let's try to clarify some things:

First: there is no official designation saying that a state is or isn't part of "THE Southern States" or any other region. The definition of such regions, with the except perhaps of "New England" is not agreed upon. Therefore, any attempt to find a definite answer is likely to frustrate you.

Second: These regions are usually based on cultural or historical differences. Those places on the fringe often have a number of characteristics which "bleed into" or share traits with two or more regions they are near. Missouri is a prime example of this.

So--to answer the question...

The states that everyone seems to agree upon as being part of "The Southern States": Louisiana, Arkansas, Tennessee, Mississippi, Alabama, Georgia, South Carolina.

Most people would include the following without exception, although they have recently taken on distinctively "Eastern" busy, industrial feels: Virginia, North Carolina.

The state which is historically very southern but has changed culturally in dramatic ways in recent decades especially: Florida.

The states which bleed into the west, but are also distinctively southern in almost every significant way of defining "southernness": Texas, Oklahoma.

Finally--the most debatable additions--those which are not only bordering on the Northeast and Midwest, but, while traditionally southern slave states, did not leave the Union in the Civil War: Missouri (Usually counted with the Midwestern states instead), Kentucky, West Virginia, Maryland, Delaware--along with Washington, D.C. These last three are usually defined as Northeastern it seems.

Whew! There you have it, clear as mud. That's as clear as it gets.
