It's the Arizona Cardinals, who were founded as the Morgan Athletic Club in 1898. The Cardinals and the Bears are the only two charter members of the American Professional Football Association (renamed the NFL in 1922) that are still in existence. The Packers were formed in 1919, but did not join the APFA until 1921.

Also, the Akron Pros were the first champions, not the Packers. Green Bay didn't win its first title until 1929.
