Legally and using a international crisis to my advantage. That is brinkmanship at it's finest. Become head of the UN. In turn the world government, divided into 10 provinces. The heads of state for those ten provinces would turn their power over to me.

I don't know I can't so I haven't ever thought of it much. I wouldn't won't the job of being over the world I'd mess it up somehow and it would blow up or something.We'd all be dead. lol
