Check with your local car clubs. Honda, Toyota, and Mazda usually all have city or state chapters, and they all have large contingents very much into tuning cars. Going to their meetings, events and tech sessions can be incredibly informative and lots of fun. Car clubs usually have lots of resources available to them for the car they specialize in--information on local mechanics workshops, racing events, etc. and the people are usually pleasant to work with.
If you have any further interest the local clubs can't satisfy, go onto the national Sports Car Club of America (SCCA) website and check out their local chapters, driving schools, technical sessions and racing events. They are devoted almost exclusively into tuning and racing cars of all kinds.
For reading, check out Chilton's or Haynes manuals on whatever car you're intersted in, and buy yourself an automotive dictionary. Haynes manuals are basically do-it-yourself factory service manuals and are the best resources for learning the most you can about a given car as quickly as possible.
As for finding cheap cars, try your city's Craigslist (sort of like an on-line classifides site). They often have cars available locally for reasonable money.

There are plenty of girls in the racing scene, but I have to caution anyone against street racing. Take it to the open forum tracks. I know that the video games all make it seem glamorous, but it is extremely dangerous and highly illegal. One incident can ruin your future.
Inexpensive cars that need repair are easy to find, because repairs are expensive and time consuming for most. I would recommend starting with a ten year old Honda Civic, which is easy to work on and has lots of speed equipment available for it. These are good cars to learn the techniques required. Wrecking yards will sell you a titled fixer for a few hundred dollars. tear it down and rebuild it and learn along the way.

What I would like to do is just drive around and look for cars for sale and fix them up. If I cant find something looking it up on like google I will just ask my step brother he is a mechanic and he is rewal good with cars. So just email if u have a question kingofaces43211@sbcglobal.net

i suggest a Honda (used) and work it out to make it into a speed demon. it holds better at pretty much everything. Civic or Acura would do just perfect.
find someone near you that can teach you on car stuff. its way better that way because you can easily go at your own pace and no pay. (mostly someone you know or someone you know that knows someone)

try used cars, newspapers etc.
and just look around for parts.
I also wish I had a car that I could do up. but I don't. even though I got my licence
