Generally speaking it is the wiring harness that runs up the steering column and becomes the turn signal switch assembly under the steering wheel in earlier model cars (which requires steering wheel removal). In late model cars it is the wiring harness that goes up the column and plugs into the "multi-function switch" assembly which is mounted to the side of or on top of the steering column assembly, under the shrouds and does not usually require steering wheel removal except in fairly rare cases.

It's a set of wires with connectors on it.
