Also called Ambulance chasers. People who thrive at civil suites, like those leach lawyers who advertise on TV.

These people try to get someone to sue for stuff that is rediculous and frivolous. Torte is just a civil lawsuite

The word is "tort". A torte is a yummy cake. A tort is a civil wrong - in other words, it's not a criminal offense but one of the legal remedies you have against a tortfeasor (someone that commits a tort against you) is monetary compensation. For example, in a car accident, you can sue and be awarded monetary damages. A "tortchaser" is a lawyer that tries to find tort cases so he can get a 1/3 share of the money for representing you in court or dealing with the insurance company, to do whatever it takes to get you a cash settlement. Also known as an "ambulance chaser."

Do you mean "tortfeasor"?

A tortfeasor is someone who commits a tort. In law, a tort is a wrong done to a person, other than a breach of contract, and that is resolved in civil court with the harmed person as the plaintiff.

Most torts have equivalents in the criminal law arena, the difference being that criminal laws as prosecuted by the government, rather than by the person who was harmed, and most crimes have punitive remedies, as opposed to torts where the primary goal is to compensate the plaintiff for their damages.

A "torte" is a sweet cake usually covered with cream and fruit or nuts. So, a tortechaser would be someone who chases tortes.

Tort is a area of law related to loses due to injury and damage caused by another. An attorney who actively pursues these kind of cases (a personal injury lawyer for example) might be called a Tort-Chaser. Its the same as calling them ambulance chasers.
