I assume you aren't allowed to use a calculator. You have to get rid of the decimals when dividing
so you have to move the decimal in the 2.9 over one spot to the right to make it 29 and because you did so you have to do the same thing to the 82.3, move the decimal over one place to the right, then divide normally bringing your decimal point up above after the 3 in 823. Hope this makes sense to you. The answer is 28.4 (rounded out, actual is 28.37)

To make it easier for everyone, you multiply the entire equation by 10 to get rid of the decimals. You'll have 823/29. Then, you can use long division.

29 goes into 82 two times. 29*2=58. 82-58=24. 29 goes into 243 eight times. 29*8=232. So... your answer is 28 with a remainder of 11.

You do not have to divide anything because, when you think of it, 4/2 gives the same answer as 40/20 and so on.
