It depends upon th version of the Necronomicon you have - there are several versions by severa different authors.
I generaly ascribe this to relate to the general pact of neutrality between the Old Ones and the Elder Gods - that is that they do not make war upon each other.

the necronomicon is a fictional book, that is, a book that does not exist. it is a lot like the quotes from books in sci fi and fantasy stories. the book does not exist, but it is implied that it exists. the dune series of books have plenty of quotes from books that dont exist.
