I have a broken dishwasher, broken blides and the garage and front door of the building have been open for weeks.

Contact the local HUD or DSS division. They can send out an inspector to verify the problems and deal with the landlord.

Send a letter to your landlord stating that you have requested to have the items fixed. Tell him if you do not receive a response by a certain date, you will hire a professional to do the services and deduct it from the next month's rent. If he fails to respond, he has no legal recourse.

Contact your local city inspectors office and inform them of the situation. I went through this with my landlord a couple years ago and did just that...they gave him a time-frame to get the problems fixed or get fined. Believe me they don't want to pay the fines.
