Why would it be illegal to sell a property for less than market value? It's extremely difficult to put an absolute valuation on a property. The best measure is what it actually sells for at any point in time.

Sellers who want to get rid of a property quickly will often list it for somewhere below the appraised value in the hope of attracting an eager buyer looking for a bargain. There's no legal bar to doing that.
