It wasn't plugged in at the time, but it fell into the tub that had water in it. That was 2 days ago. Is it safe to plug it in and see if it works? Would the in line circuit breaker protect me from getting shocked? Should I just throw it away and get a new one?

Be daring.
Take it out to the garage floor.
Plug in an extension cord to the wall.
Turn on the hair drier.
Now plug in the hair drier to see what happens.

The hair dryer should be ok as long as it fell into clean water, and has had at least 3 days to dry out without any attempt at use. If you haven't done anything with it since it fell in the water, allow it to stand in a position where any entrapped water could run out of an opening onto a paper towel. Once the paper towel is dry, you should be able to try using it. More than likely, the only damage may be the eventual rusting of some internal metal parts, but I find most modern hair dryers don't last very long anyway, and it will probably quit long before rust becomes a problem. As long as it is completely dry, there is no risk of shock hazard. Even electronics can often withstand submersion, as long as they are properly dried before attempt at use, and there is usually no electronic parts in most hairdryers, unless you have one of the most recent models with the ion generator in it.

If the water was just water with no soap or anything like that in it, it'll be safe to test out. I'd leave it in a sorta warm place, to make sure that it's completely dry. Anyways, you'd only get shocked if there was still water in it. I'd say it's safe to test out, but i don't know if it'll work.
