Did you know that most YMCA's offer baby sitters on site once a month on Friday and Saturday for small amounts.
As a mom, I create some art activities for the whole family. Like heart shaped love letters to each other. Why not?
Kids in their bed at bedtime and then put in a DVD, Like "Thomas crown affair" its sexy and okay if the kids should see it on the TV.
Bundle up with some chocolate bars and popcorn and white wine and cover up and snuggle (you know) and then long after the kids are asleep, then take it to the bedroom.
Start again in the morning- by making waffles with blueberries and eat together, go to the park and let the kids PLAY hard, have a light lunch and take a "nap" when you get home. See- its better to plan it out... We live this schedule, so that we can have some personal time with each other, in two hour windows.

Eat a snack late in the day, at dinner time, feed the kids and get them settled into bed. Order carryout and have a nice romantic dinner. One of you can even pick it up on the way home from work and just re-heat it. Light candles, maybe a cheap (I know kids are expensive) bouquet of flowers for the table etc. and have a romantic grown up meal with romantic grown up conversation. You could even set dinner up on the floor in your living room and have a picnic. After dinner, turn on some soft music in the background. Slow dance. Wear perfume, dress in something sexy, make it a date for both of you. Shower together, wash each other, that's always romantic.

Have a romantic midnight picnic in the backyard if you have one, or the living room if you don't. Turn out the lights, light the candles. Lay out something light and sexy like grapes and chocolate covered strawberries, some nice champagne or cider if you don't drink. Lay him down and give him a sensual massage. Feed eachother...hopefully it will get a little messy adn you'll have to lick eachother clean. Take the rest from there.
If you don't want that, just cuddle up to a good movie or read an erotic novel together and play out the parts.

my husband and i have 2 boys, 7 and 2. we go to the drive in, usually the first movie is for the kids and they pass out by the time the second one starts, i know its not the most romantic but its a good time together

Try to designate a date night. Take the time to find someone to babysit in advance and go out for a romantic evening. It is nice to reconnect with your spouse.
