It keeps turning off and on .... we had an electrical storm about a week ago and it messed up some wires and burned like 2 x boxes so our computer is messed up so we bought another one and it's doing the same thing, could it be an electrical failure inside the house ?? everything else works fine. We even connected the pc in a diff room and we're using the same monitor the old pc had. but it turns off every 15-20 mins i already checked the power options and they're set to never. could it be the outlets that are messed up ??

If everything else in the house works fine and you haven't noticed a dimming of your lights then it is not a power problem. If your power is not up to what it should be that could cause it to shutdown but not start-up.

When you say turning of and on....do you mean the whole computer or just the monitor?

Have you checked the power outlets following the shutdown to see if there is power. Anywhere from a device to check voltage to just plugging anything else in.

If you truly have no power problems you may have a power supply in the computer failing when it warms up.

If you had a virus the computer may turn off but not turn itself back on. I had one that rebooted the machine over and over.
This sounds more serious.

Check the power. If you prove to yourself that is not the problem you may have to take the computer in for a check.

If a new computer isnt working, most likely. go over to a friends house to make sure the computers are fine then call an electrician or something.

most electrical stuff won't mind mild power fluctuations or voltage spikes but computers hate them. if your sure the housewiring/outlets/breakers is fine, check the power strip/surge suppresor/supply/regulator. or maybe the problem is the supply line/transformer to your neighborhood, try asking them if they have the same problem

Try testing the power outlets for surging.. It sounds like a power surge, are you using a surge protector, if so change it and see. Good Luck

Make sure your fans are running inside the PC. If they got fried your computer will overheat and shutdown to protect itself from the heat. Thats what it sounds like to me.

It sounds like your computer's power supply could be dying / overheating ?? Hopefully you have a spare power supply lying around you could try ?

My two cents worth. I have a freind who suggests that you burned either your motherboard or your power supply. Either way, something is toast.
