You didn't say, but if you have Nightlife then the option will eventually come up if you socialize with her and/or call her on the phone. If you only have the Sims 2 and no NL ep, then there is no date option for the PC game.
And if you do have NL and you have some hacks installed, some of the options will not run due to conflicts between the older hacks and the game upgrages. I had to remove and upgrade my game mods/hacks in order for NL to run properly.
