There are many reputed websites that will allow to make a website of ur own, that too for free! and of course, they are all "safe"!
for eg-
Microsoft (free domain and hosting for life) ,
Google (Googlepages, Blogger) ,
Yahoo (Geocities),
Freewebs are some of the companies offering free websites with design tools .

depends on what you're gona do with the site, and whos gona see it..
if you're gona post pix of u and ur family..and put info anbout ur self..and i agree with you're mom, its not safe, theres millions these pervs all over the world, who would do anything to find you, threaten...
my advice, myspace is fine for you...

you can either make one in notepad by using html language, you can make one in word and save it as a web page. Or you can buy a template and just add words.
