That depends on a lot of factors. I've never had a problem but just a few examples. Munich, Germany during October Fest, Cannes, France during the film festival. London area during the Wimbledon matches, Paris, France during the Bastille celebrations. You get the idea. From the sounds of your question, you will be looking for a "Hostel".

It depends where you go (europe is a bit vague) and what time of year, in the summern (july, august) you might have a problem in some holiday destinations. If you are going to a city, you should probably be OK, but read up on the city first so you know where the areas with hotels are.

It depends on the time of year. Summer season (April to September), you're going to have a tough, tough time. But during the low season, it shouldn't be a problem at all. Your best bet it to book ahead, though.

This includes hostels, especially hostels. Hostels get very busy, and some of the more popular ones will fill up even in the low season.

At this time of the year Spain is difficult. Other European destinations are usually OK.
