Usually not, but there is definitely some double entandre at play with the words and actions or gestures of the moment. If you are catching something sexual, you need to look again, because this combination of phrase and gesture (wink) are communicating more than one thing. Take the most ironic or comic of the possibilities as the intended meaning, but unless alone, don't ask. Sometimes it would take more to explain than it was worth and sometimes the jab or joke is on someone nearby.

No, it "Usually" doesn't. Old timers winked at anyone that they were friendly with. Especially when some situation was funny or interesting. It was a way of saying "got my attention, too"! Also, its just sort of a way of saying hi. No so much to total strangers, though.

It depends upon the context. Who, what, where, and in reference to what or in context of what you were sort of discussing -- all of that will tell you if it's sexual innuendo or, simply: let's share this little inside joke.

not always..I use that when i want to communicate to my boyfriend in front of others without them knowing what we are thinking about..like maybe its time to go or I have a headache and we need to leave
