This all depends upon the position of your mouth, and what you are looking at. If you are looking at your shoes, it's blinking, but if you are smiling at a cute person of the opposite gender, it's called a wink.

If it's just the eyelid moving.... it's blinking. If it looks like the person is putting extra effort, and you can tell from their facial muscles, then it's probably winking.
