Perhaps a rephrase to focus the question would help. There is no one unified Western policy towards the Middle East, and describing even one country's policy towards an entire region would take pages upon pages to explain.

This is not a question, but a conclusion. When one thinks of "cold blood" one looks to people who have an axe to grind. For instance, Hezbollah, a known terrorist group, has an axe to grind; one can then conclude that killing they make are cold blooded murder. Soldiers, on the other hand, have a job of either aggression or defense of their country. Soldiers are not murderers in cold blood. When Hezbollah terrorists crossed into Israeli territory, the members of that organization knew they were committing a crime just by invading a neighboring country. But, they also killed soldiers who were not at war, but simply controlling their border. In that act, Hezbolla NOT ONLY COMMITTED AN ACT OF WAR, BUT COMMITTED MURDER IN COLD BLOOD.
