I guess because it was part of their uniform. In history, Samurais always made sure they looked their best when commiting ritual suicide, to the extent of carrying cherry blossom rouge around with them so they were always prepared.
In the same way, for a kamikazi pilot to die "scruffy" when incorrectly dressed would have been dishonourable.

To be able to communicate with their aircraft carrier, and other pilots in their flight formation. Without helmets, and therefore communications, they would not have been able to direct other flights to their targets.

The best reason i can think of is so if a bullet comes into the cockpit, it doesnt kill them. Who knows, mabye they were fashionable. :)
