There shouldn't be any problem with a notary from a different state than the signatories' state of residence notarizing, so long as the notary checks ID.

If you're unsure, ask your local County Clerk's office, or check the notary handbook.

As long as both people have proper ID and the document has no blank spots and it conforms to your state and it is a document you are allowed to notarize yes.

I think so, all the notary is doing is verifying their ID and check that the signatures match.
