It's a dangerous thing to do. I don't do it. You must assume
what the speaker meant. You must take what is'nt said & insert
or make insinuations of what was not said. You must add 2+2
and come up with 5. Make inferences.

By understanding what is not said.

"This bill will ensure that Americans will not have to be afraid anymore of the streets."

This could imply that there will be a crackdown on any blacks seen on the streets at night, because as panicky people tend to believe, blacks cause most of the crime after dark.

[This is just an example and is not meant in any way to demean Black people or their heritage, but perception is a monster to try and get around]

People say and write what they want you to believe, but if you pay attention, you can see what their angle is based on what they say, how they say it and what they leave out. that is reading between the lines.
Finding the real purpose of the speech.
It is just a 'saying' but it has a lot of purposeful meaning.

You basically have to have a gut instinct and be on the same wave lenght with them..Watch their body language
