Skype, PC to PC is free, from most places in the world. PC to phone is less than 2 cents (USD) per minute.
Also, IConnectHere has a service that gives 400 minutes for $5.95 a month (USD). They have other plans available.
All you need is a PC, headphones and a microphone, as well as the downloaded software, to be able to set up an account.

Skype, or VoIP. Of course there has to be broadband internet on both ends for it to be absolutely free. But there's no reason why there can't be a community broadband.
The Economist, in its last discussion of VoIP and Vonage, commented that there are many mothers in India whose sons in Silicon Valley, Calif. have provided with broadband and Vonage service so they can telephone their families cheaply.

Yes. you can get a program in which you can call people around the world. I have a friend in india who calls us all the time.
