Skype, or VoIP. Of course there has to be broadband internet on both ends for it to be absolutely free. But there's no reason why there can't be a community broadband.
The Economist, in its last discussion of VoIP and Vonage, commented that there are many mothers in India whose sons in Silicon Valley, Calif. have provided with broadband and Vonage service so they can telephone their families cheaply.
