It's like in the novel 1984. In this sci-fi novel, it's the year 1984 (obviously written before the actual 1984) and the government, called Big Brother, rules everyone with lies and keeps allegiance by constantly watching everyone's moves. I suppose they named the show Big Brother because the people on the show are constantly being watched.

Since the publication of Nineteen Eighty-Four, the phrase "Big Brother" has entered general usage, to describe any overly-inquisitive or overly-controlling authority figure or attempts by government to increase surveillance. The reality TV program Big Brother takes its name from Nineteen Eighty-Four and a similarly named figure is big mama — the informal name for the internet censor on web boards in the People's Republic of China....

It first started as a term for the government. Often used as such like "Big brother is watching you". And other statements like that. It stems to Authoritarianism which describes a form of government characterized by strict obedience to the authority of the state. It often maintains and enforces social control through the use of oppressive measures. The term may also be used to describe the personality or management style of an individual or organization which seeks to dominate those within its sphere of influence and has little regard for building consensus. So in other words watching someone without them knowing you are doing it in regards to catching them doing something or for your own personal gain.

It's a reference to George Orwell's book 1984, I believe whereby "Big Brother" (aka the government) is all present and watching everything we do/say.

Since the "houseguests" on "Big Brother" are being monitored 24 hours/7 days a week....the show is very aptly named.

"Big Brother" is a fictional character in George Orwell's novel Nineteen Eighty-Four, the enigmatic dictator of Oceania, a totalitarian state taken to its utmost logical consequence. In the society that Orwell describes, everybody is under complete surveillance by the authorities, mainly by telescreens. The people are constantly reminded of this by the phrase "Big Brother is watching you", which is the core "truth" of the propaganda system in this fictitious state.
