Didn't know but it doesn't surprise me any . .After every thing else that he has done and said . Sounds like something he would do .

Did you ever wonder how the James Bond stories could continue so long? He starts off by sociable interaction in order to announce his place and gain introduction to the enemy of the moment, or someone working for the enemy.

Did you ever play poker? You start off holding your cards so the world doesn't see them and make careful, but blind assessments of what the opposition has or is going to do, all without telling the world what you have and what you do or do not know.

Did you ever smile in greeting and shake hands, perhaps chat amiably with someone you hate or despise when in a public place because common courtesy demanded it? Maybe it was because that hated person also has a similarly hated or despised person that you might want to enlist some cooperation against the other?

Did you ever dance with a girl you really didn't like?

One important thing for you to remember is that "One man's terrorist is another man's freedom fighter" - George Bush SR.
George Bush JR. and company donot live in the region with Saudi Arabia. sO they are not vulnerable to the issues that affect Saudi Arabia.
Just as the USA (our Govt) finances regimes and groups that they think support our interest ,they may not necessarily be in others interests. International politics are a tough game to play.
There is no simple solution to this kind of thing.

Bush was in office for approx 9 months prior to Sept. 11th. No where near enough time to "plan the attacks". I'd say Bill Clinton had something to do with it more. Who ran against Bush in that first election? Al Gore, Clintons Veep....hmmmmm......maybe the plan was all laid out hoping Gore won?
