ok, a horse has a 10 foot rope on its neck that is tied to a sturdy, non moveable pole. the horse needs to get into to its stall to eat which is 15 feet away, there is no one around to help. hoe does the horse get to it's food?

Well, it doesn't say the rope is tied around the horse's neck (it just says the rope is "on" his neck), so I guess it can just walk into its stall and eat!

He just walks over. The rope is on his neck not tied around it. It's only tied to the pole.
