If you are a Muslim "freedom fighter", you are allowed to target anyone - including women, children, and other civilians - with no international outrage or other repercussions.
If you are a Western soldier, you are free to target no one - because that's not being sensitive to the needs of the targets and doing so will draw international outrage and condemnation.

Rules of war state you cannot attack civilians directly, nor can you kill survivors of a destroyed vessel. i.e. escaping officers from a sunken air craft carrier.
