My sister was visiting a friend this morning and a pitbull that her friend's family was dog-sittng attacked my sister. She is now as we speak in the hospital with a ripped-open leg. Are pitbulls legal in Cleveland, Ohio? I tried googling this but could not come up with concrete answers.

Yes they are legal, but there are strict city ordinances regarding the ownership of pit bulls and other breeds.

I don't know if it's illegal, but I'm sure there are certain rules the residents of the city need to go by. You will probably need to contact the police station of that city. Especially if your sister wants to do anything about it. I hate pitbulls. They can turn on anyone.
