I would go with the latest version Macromedia Flash 8 and while the manufacturer's site can be helpful (adobe.com), you'll find more resources and assistance from developers who use the program at: http://www.flashkit.com

Why do you use flash?
Flash is not supported by search engine spiders, and many users can't view it (or, in my case, despise it and ignore it if possible). If you are trying to make flyout menus or other useful things, this can be accomplished using Ajax APIs from places like Yahoo and Dojo in a much more cross platform fashion.

I would recommend the newest version of Flash MX (it's what i use for flash-based programs), and
http://www.adobe.com/devnet/flash/ is a good site for information,
MX comes with some pretty good tutorials, http://www.photoshopsupport.com/flash/tutorials.html is a pretty good user-based tutorial site.
