Carter takes the cake!
For those who hail President Clinton and smear President Bush, lets remind you all that BUT for Clinton sitting on his derriere getting oral, and shmoozing the Europeans rather than respond to the 1st Trade World Center attack, or the attack on the Cole, or other attacks on U.S. interests, we wouldn't be in the dangerous situation we are in now. If he had only acted when it was much easier to destroy Al Queda, Hamas, Hezbullah, and deal with Iran and Syria, we wouldn't be in this world situation right now.
While I don't agree with everything President Bush has done, at least he had the courage and resolve to attack Islamofascism head on, unlike his predecessor.
Unfortunately for President Bush, unlike his predecessor, he's a very poor communicator. While Clinton can sell ice to the Eskimos, President Bush can't sell baguettes to the French. He does a very poor job of communicating his accomplishment and that is very unfortunate.
To blankly blame President Bush shows very poor judgement and understanding.

Close call between the two Bushes and Reagan. All three has done nothing but raise military activity during their adminstration and done nothing for the common citizen. GW has proven to be a total moron, but Ronnie was just incompetant, but had a much stronger staff.

Grant. He cared more about being nice to his friends than running the country. He appointed his friends to important positions in the federal government, whether or not they were even remotely qualified for the job. Then, he just looked the other way while they embezzled money from the government.

I wonder how many of the people who answer this question and the one who ask it would last a week in the White House. I myself would not have the job nor would I want anyone in my family in there. Stupidest would have to go to Benjamin Harrison, who at his inaugural parade, decided to walk. He caught pneumonia and died within the month. Most incompetent is probably Theodore Rooseveldt who let Eleanor, his wife run the country. (She did quite well by the way.
