The SEC hands down... and don't let anybody tell you different.

Top to bottom it's the Big Ten. 9 of the 11 teams are competitive (Illinois and Indiana just blow). Other conferences have more doormats (SEC has both Mississippi schools, Vandy, and Kentucky; Pac Ten has both Washington schools, Arizona, and Stanford; Big XII has the entire North and Baylor; ACC has the original eight schools which can't compete with the "Big 4").
Amongst the top schools it's probably the SEC.

Georgia, LSU, Alabama, Auburn, Florida, Tennessee because they are in the top 25 and some times South Carolina and even Arkansas.
