Well, if you don't mind learning XHTML and CSS, you can buy a good book or two on the subject and just use a text editor to write your web site. That is probably the most satisfying way to create a website. If you aren't up to that, you will need some software to edit HTML like a word processor or something similar. As far as getting a domain and a host, I recommend you try 1and1.com's services. They are affordable and they give you quite a bit for your money. Firstly, you'll need to rent server space (the place that hosts your website). Then you'll need a domain address that'll point web-browsers to that site (eg: www.yahoo.com). Then you'll need an FTP (File Transfer Protocol) programme to get your files from your computer to your server space. There are free FTP programmes on the internet.
To actually build a site, you'll need to know HTML coding and/or get a programme like Dreamweaver which will help you build the site. If you've got a good grasp of HTML, you can actually do all the coding in Notepad, and you won't need an HTML editor, like Dreamweaver.
There are lots of sites that'll teach you HTML. I learnt from Web Monkey:

You might not be able to produce the most wonderful website in the world, but it'll give you a starting point. You'll learn a lot from them. And HTML is one of those things that you can teach yourself.
On top of that, you might have to learn some Javascript or Java coding, some Dynatmic HTML (including Cascading Style Sheets) and maybe some graphics programmes to make buttons and nagivational options.
Or you could just learn Flash and publish all your sites in pure Flash instead of in HTML.

if you want your own name... like this www.yourname.com you will need to spend some money on hosting your site.
firstly, if you dont' know any HTML you can use a site easy-builder liek the one given on www.freewebs.com (despite the name you can buy your own name too or host it for free but it'll be www.freewebs.com/yourname)
if you know HTML, then start typing away to create your site(you can just use notepad). you might need some sort of file transfer system for images and such, so seach for a FTP program, like Smart FTP.....
this is a good site to learn basic HTML, but you won't be able to create a very good site with just basics. http://www.w3schools.com/
otherwise just search the web for hosts, there is loads of them. good luck and hope this helped! also go to the library and get some books on making a website! they'll have great tips and where to get a host/ how to build one and look for HTML books too if needed..

Microsoft (free domain and hosting for life) ,
Google (Googlepages, Blogger) ,
Freewebs are some of the companies offering free websites with design tools .

Website design can be as easy or hard as you want to make it. I prefer Adobe Photoshop and Dreamweaver. Along with Godaddys.com or Geocities.yahoo.com for hosting it. The "with my own name" part i beileve your asking about domain names, the name of the website like yahoo.com or google.com, domain names can be bought from any hosting site you pick, and you pay a monthly fee for having it along with the hosting package you want to buy.

Ok then try MS front page sure that on your PC and start from there. If you want to get it on the net there are loads of browers that are free to get your webpage on it
